Eli Lilly to Build $6.5 Billion Manufacturing Site for Active Pharmaceutical Ingredients in Texas, USA
Wednesday, September 24, 2025
Eli Lilly and Company has announced plans to invest $6.5 billion in a new manufacturing facility at Generation Park in Houston, Texas.
The site will focus on producing active pharmaceutical ingredients (APIs) for the company’s pipeline of small molecule medicines in therapeutic areas such as cardiometabolic health, oncology, immunology and neuroscience. Operations are expected to begin within five years.
The facility will be one of four new sites planned in the United States this year, with Virginia already confirmed and two more locations to be named. The Houston site will also play a role in manufacturing orforglipron, Lilly’s first oral GLP-1 receptor agonist for obesity, which is expected to be submitted for regulatory review later this year.
The investment is expected to create 615 highly skilled jobs in the Houston area, covering engineering, science, operations and laboratory roles. In addition, around 4,000 construction jobs will be generated during the build phase.
Lilly estimates the site will provide a significant boost to the local economy, with every dollar spent in the area projected to generate multiple times that value in economic activity. Additional employment is also anticipated in supply chain, logistics and related sectors.
The company has highlighted the use of advanced technologies at the facility, including digital systems, automation, artificial intelligence and data analytics, to support efficient and reliable production. Partnerships with universities and investments in educational programmes are also planned to strengthen the local talent pool.
The project has been described as one of the largest pharmaceutical manufacturing investments in the United States. Generation Park was chosen from more than 300 possible locations based on its workforce potential, infrastructure, incentives and business environment.
The scale of the investment and job creation exceeds Lilly’s initial commitments in the Texas incentive process, underlining the importance of the site in expanding domestic medicine production and supply.
